SIRA CCTV Requirements Shops: A Dubai Retail Guide

SIRA CCTV Requirements Shops should be considered before a Dubai retailer finalises shelving, ceiling layouts or the position of the payment counter. Compliance is not simply a matter of buying cameras and arranging an inspection. The design must match the premises, its applicable activity category and the evidence the business needs when something happens. This guide explains how to prepare a practical retail CCTV brief without assuming that every shop has identical obligations.

Start with the business classification. A small clothing outlet, a jewellery retailer and a shop operating inside a managed shopping centre should not automatically receive the same specification. Ask the appointed security provider to identify the current official requirements relevant to the activity and premises. [VERIFY] Confirm the applicable activity category, licence details and approval route before ordering equipment. Keep this confirmation with the project correspondence. A landlord's fit-out approval can be important, but it should not be treated as a substitute for any separate security approval that applies to the tenant's operation.

Turn the floor plan into a coverage plan. Mark public entrances, emergency exits, payment points, stockroom doors, collection counters and routes used for deliveries. Then describe what each view must show. At an entrance, the objective may be a useful image of a person entering. At a till, the objective may be understanding a transaction without exposing unnecessary personal information. A wide view showing the whole sales floor cannot necessarily provide the detail needed at either position. The installer should explain these differences using the actual distances and likely obstructions inside your shop.

Retail displays change, so camera placement must anticipate merchandising rather than follow an empty unit drawing alone. Tall shelving, promotional stands, hanging signs and seasonal decorations can obscure useful views after opening. Ask the designer to review both the proposed fit-out and realistic future arrangements. In a narrow Deira shop, for example, a camera mounted at the rear may look directly towards a bright doorway. Testing the entrance view under daytime conditions helps reveal whether faces become silhouettes. Night lighting and reflective display cabinets need separate checks because they create different image problems.

Specify the recording arrangement alongside the cameras. The recorder needs sufficient supported channels, suitable storage and a secure location that authorised staff can reach for maintenance. Storage sizing should use the proposed resolution, frame rate, compression, scene activity and recording schedule, not a promise based only on disk capacity. [VERIFY] Confirm the retention requirement applicable to the shop's category against current official instructions. Ask the installer to document the assumptions and demonstrate the oldest available footage after normal operation has established a reliable baseline. An estimated duration is not evidence that the intended period is actually being achieved.

Plan access to the system around staff responsibilities. The owner may need administrative control, while a store supervisor may only need playback and export rights. Individual accounts are easier to review than one password shared by every employee. Remote viewing should use an agreed secure method, with unused services disabled and account recovery assigned to the business rather than an individual technician. Also consider how access will be removed when a manager leaves. These practical controls matter because a technically capable camera system can still expose footage unnecessarily when its accounts are poorly managed.

Request a written scope that separates equipment, installation, commissioning and approval-related assistance. It should identify camera models, lenses, recorder capacity, storage configuration, cable routes and any network equipment. Confirm who provides power, containment, ceiling access and coordination with the fit-out contractor. If the store must remain open, agree working zones and safe access arrangements. Do not assume that every quotation includes revised drawings, repeat attendance or corrections following a layout change. Clear exclusions make comparisons more meaningful and reduce disputes when a cheaper quotation leaves essential tasks with the retailer or landlord.

Prepare documentation as the work progresses. Useful records include the approved or agreed layout, an equipment schedule, device locations, network information, test results and a list of system administrators. Keep credentials separately in a protected business-controlled location rather than placing them openly in a handover folder. Record changes made during installation, especially when a ceiling obstruction forces a camera to move. The completed drawing should reflect what was installed. An attractive design drawing that no longer matches the shop creates avoidable confusion during troubleshooting, later refurbishment or any review of the security arrangement.

Before treating the installation as complete, carry out realistic acceptance tests. Walk through the entrance wearing ordinary clothing, approach the payment counter, open the stockroom door and follow the delivery route. Review recorded playback rather than relying only on the live display. Check timestamps, image clarity, camera names and whether footage can be exported and played on a separate authorised computer. Where relevant, test recovery after a controlled power interruption with the responsible technician. Record outstanding defects and their owners. A successful demonstration should establish practical usability, not merely confirm that every screen contains a picture.

After opening, assign someone to notice failures. A blocked lens, disconnected recorder or incorrect system clock may remain unnoticed if nobody checks playback. Include CCTV review in store opening routines and revisit coverage whenever displays, entrances or stockroom partitions change. Maintain a service log and a clear escalation contact. The next sensible step is a premises survey based on the trading activity and fit-out drawings. Ask for a documented explanation of the applicable requirements and the proposed design, rather than a generic assurance that a standard camera package will suit every Dubai shop.
